IDA and DA Are Distinct Entities!

It is important to differentiate between them to avoid confusion: The IDA Calculator for the year 2024 provides a tool to determine Industrial Dearness Allowance (IDA), which differs from the Dearness Allowance issued to Central Government (CG) employees. The calculation and frequency of issuance for IDA are distinct from the standard Dearness Allowance process. IDA is disbursed to employees of Central Public Sector Enterprises (CPSEs) four times annually, in alignment with 3rd Pay Revision Committee recommendations. Employees in CPSEs may fall under either the Central Dearness Allowance (CDA) Pattern, receiving the 7th CPC pay scale, or the Industrial Dearness Allowance (IDA) Pattern, depending on their pay scale status within the organization.

There are two categories of employees employed with CPSE: those following the CDA Pattern and those following the IDA Pattern. Dearness Allowance is disbursed to CDA employees biannually, calculated on a 12-month average. Conversely, IDA employees receive their Dearness Allowance every quarter, determined by a 3-month average.

How to Calculate Industrial Dearness Allowance?

What is the formula for calculating the IDA? Industrial Dearness Allowance is calculated based on the All India Consumer Price Index (AICPI) number which is published by the Labour Bureau every month. There is a key element to obtain the formula for calculating the exact IDA rates for CPSE employees! That is the ‘Fitment Factor’!

IDA Calculation For CPSE 2017 Pay Scale: The calculation method is almost the same for three types of IDA calculation for CPSE employees except the fitment factor! The first category of employees getting revised pay scale 2017. The fitment factor for IDA calculation for the employees under the 2017 pay scale pattern is 277.33. The base year of AICPI’s changed fitment factor is 2.88.

IDA Calculation For CPSE 2007 Pay Scale: Calculation of Industrial Dearness Allowance (IDA) for CPSE employees under the 2007 pay scale involves a method that is consistent across three categories, differing only in the fitment factor utilized. The segment of employees transitioning to the revised pay scale of 2017 utilizes a fitment factor of 126.33 for IDA calculation. The adjusted fitment factor based on the change in the All India Consumer Price Index (AICPI) stands at 4.93 for these employees.

IDA Calculation For CPSE 1997 Pay Scale: The method for calculating Industrial Dearness Allowance (IDA) for employees under the CPSE 1997 pay scale is consistent across three categories, with the primary difference being the fitment factor utilized. Employees falling within the first category have transitioned to the revised pay scale of 2017. The fitment factor employed for calculating IDA for employees following the 2007 pay scale structure is 2.88, while the adjusted fitment factor based on the altered base year of the All India Consumer Price Index (AICPI) stands at 4.63.
